Research Abstract

 
  • Coalition Stability
  • Given the instability of coalition governments in Israel in the last three decades, and given the calls to modify the electorate system in Israel and several other democracies, this research will evaluate which possible coalitions are most likely to be stable and last as intended by law. Two main independent variables include similarity between political parties and the minimum number of seats the coalition maker (PM candidate) wants to have.
  • The research is based on simulation of complex social systems using multi-agent software, and specifically, the field of multi-agents coalition formation. This requires the formulation of at least one utility function. Two measurable utility candidates are: [a] the ratio between money spend for government operations and development versus the amounts used to pay off coalition partners and, [b] how close was the leading party to implement a program that matches its platform.
  • The potential scientific contribution of the research is gaining a better understanding of the relationship between the independent variables and the utility that can be achieved from the various governmental levels, in various political systems. Another potential contribution would be the discovery of coalition formation optimization rules that can be benefit society if implemented correctly.
  • Emergency Scale
  • No emergency event scale exists to objectively quantify an emergency event. The purpose of the research is to propose a mathematical model for emergency events scale which can be used at all levels of organizations and geographical scope as they prepare or respond to an event. The model is applicable to managing developing events as well as predicting if the event may result in an emergency or not. The research identifies underlying dimensions that exist in all emergency events, and formulate those into a mathematical model. The model’s soundness, robustness, and completeness, is demonstrated using several recent events in the USA and the Middle East.
  • Deployed and used correctly, the model can provide means of assessing and communicating existing emergency situations. The model can provide predictions on the direction and magnitude of a situation, including assessing whether or not a situation may result in an emergency.

CREATE STRATEGIC VISION AND TECHNOLOGY DIRECTION TO MULTIPLE PRIVATE AND GOVERNMENT CLIENTS; proactively identify strategies to harness emerging and existing technology to meet long- and short-term business goals. PROVIDE OVERSIGHT AND DIRECTION FOR CUTTING-EDGE RESEARCH AND DEVELOPMENT PROJECTS; assess short- and long-term business strategies and cost-benefit data to determine project feasibility.

DIRECT BROAD AND IN-DEPTH INTERDISCIPLINARY RESEARCH AND ANALYTICAL STUDIES to provide comprehensive analyses of initiatives and programs related to combining computers and information systems with other disciplines such as irrigation, biological applications, mathematical modeling for emergency management, financial fraud detection, and other emerging concerns. Identify trends and manage long- and short-term research, feasibility studies, and program evaluations; oversee the development of White Papers, Position Papers, Presentations, Academic papers, and other materials. Create and manage Information Technology (IT) project plans consistent with project management principles (PMBOK) and best practices. Assign and manage resources consistent with budget and other expectations; adjust plans to meet changing conditions. Identify gaps and areas requiring high-level attention; develop relevant proposals to address concerns. Define business requirements and user acceptance testing criteria; manage expectations. Gather requirements and prepare related documents, workflow charts, diagrams, narratives, and training materials.

ENGAGE IN EXTENSIVE OUTREACH AND BUILD EFFECTIVE COALITIONS across multiple disciplines, including business executives, engineers, IT experts, scientists, financial specialists, and others with competing interests and agendas to gain agreement and further business goals. Interact daily with a diverse range of senior-level personnel across specialized disciplines. Give speeches and make presentations at professional, trade, and academic meetings to present research findings, promote ideas, and seek support. Skillfully approach all interactions with a clear perception of organization and political reality; use contacts and relationships to build consensus for ideas and programs.

PROVIDE EXPERT TECHNICAL ADVICE AND COUNSEL ON OPERATIONAL ISSUES related to Quality Assurance (QA), research and development, Sarbanes-Oxley (SOX) compliance, policy and operations to numerous high-profile clients in the financial services, pharmaceutical, and government sectors. Use 15+-year business and academic career and IT expertise to inform recommendations and update strategies.
